Neighborhood of Affordable Housing (NOAH)
NOAH se organizó como una organización sin fines de lucro y comenzó a servir en East Boston en 1987 como un equipo de dos personas que operaba desde el sótano de la Iglesia Luterana Nuestro Salvador en Maverick Sq. Los primeros fundadores fueron respetados activistas y líderes comunitarios que defendieron con fuerza y públicamente la vivienda asequible, la justicia ambiental, el respeto por las personas que llegaban de otros países y la reactivación económica de nuestra comunidad empresarial.

Ante la creciente necesidad de viviendas asequibles en los suburbios de Boston, NOAH ha ampliado su impacto para atender a comunidades en todo el Gran Boston. A través de nuestras iniciativas de desarrollo de viviendas de ingresos mixtos, programas educativos como clases para compradores de vivienda y educación financiera, y una mayor presencia en redes sociales, buscamos apoyar a las familias y fortalecer las comunidades.
Con el tiempo, nuestra capacidad organizacional ha crecido significativamente. Hoy contamos con un equipo de 22 empleados a tiempo completo y 14 a tiempo parcial, bajo la dirección de una Junta Directiva multicultural de 11 miembros comprometidos con nuestra misión.
Si bien nuestras iniciativas y líneas de negocio se han multiplicado a lo largo de las décadas, nuestros objetivos originales siguen siendo el núcleo de nuestro trabajo: crear y preservar oportunidades de vivienda asequible y de mercado, generar oportunidades de riqueza individual y comunitaria, y construir un entorno seguro y saludable para nuestros residentes y negocios más vulnerables.

Gracias a todos nuestros generosos patrocinadores, donantes, inversionistas, colaboradores, voluntarios, socios, la Junta Directiva y el personal de NOAH. Juntos, hemos logrado lo siguiente:
Hemos logrado apoyar a más de 1,400 hogares con programas de vivienda y a 1,100 familias con actividades comunitarias, beneficiando a más de 3,500 personas cada año.
Nuestros esfuerzos han dado frutos. Gracias al compromiso de NOAH, 3,000 familias han logrado mantener sus hogares frente a una posible ejecución hipotecaria, con una tasa de éxito a largo plazo de más del 80%.

Hemos ayudado a más de 1,888 familias a comprar su primera vivienda desde 1994.
Actualmente servimos a más de 96 municipios del área del Gran Boston a través de nuestros programas de vivienda bilingües.

Inicio del desarrollo de Aileron en East Boston. Tres proyectos adicionales están activos.
Finalizamos Coppersmith Village, un proyecto de 71 unidades, de ingresos y uso mixto, con una inversión de 43 millones de dólares en East Boston. Desde entonces, nuestra organización ha continuado gestionando y ampliando su portafolio de desarrollo inmobiliario.
Ayudamos a más de 4,500 personas por medio de nuestros programas de vivienda y programas comunitarios.
Actualmente trabajamos con más de 300 familias de bajos ingresos cada año, a través de cinco servicios gratuitos y bilingües para inquilinos, financiados en gran parte por la Ciudad de Boston.
NOAH sigue siendo calificado como "Ejemplar" por NeighborWorks America.
Más del setenta por ciento de los clientes de NOAH ganan el 79% o menos del Ingreso Familiar Promedio (AMI); y alrededor del 50% de los clientes de NOAH ganan menos del 50% del AMI.
Cada año, aproximadamente el 65% de los clientes de NOAH pertenecen a una minoría étnica (50% son familias hispanas de primera generación y nuevos inmigrantes). Todos los miembros del personal que atienden a los clientes son bilingües.
Hemos rehabilitado o desarrollado 494 unidades en 80 edificios ubicados en East Boston, Everett, Beverly, Holliston, North Andover, Carlisle, Webster y Middleborough, y tenemos tres desarrollos adicionales en proceso.
Cada año, ofrecemos clases de inglés para hablantes de otros idiomas (ESOL) a más de 150 estudiantes y capacitación para la ciudadanía.
A través de nuestra alianza con la Ciudad de Boston, NOAH ejecuta más de 300 reparaciones de seguridad cada año para propietarios de viviendas de bajos ingresos y ofrece rehabilitación para adultos mayores, con proyectos de mejoras sin costo y préstamos sin intereses.

NOAH atiende a diversas personas y familias en East Boston y en toda el área metropolitana de Boston, incluyendo North Shore, South Shore y MetroWest. Aunque nuestros clientes son principalmente de ingresos bajos a moderados y reflejan la rica diversidad de la zona, también ayudamos a muchas personas que tienen ingresos más altos pero enfrentan desafíos debido al mercado inmobiliario tan competitivo.

NOAH’s Youth Leadership Development Program
WE TRAIN AGES 8-12 AND 14-18 EACH YEAR
The Youth EJ projects have addressed community issues such as Climate Change Preparedness; Community Tree Canopy Expansion; Littering and Spilled Trash Mitigation; Waterfront Access; Greenspace Access; Local Food Production; Walkability; Air and Water Pollution; Bike Access on the MBTA; and more.
PROGRAMS
That works with 65+ children each year, an ongoing seven-week Summer Schoolyard program that serves 90-200 disadvantaged elementary schoolchildren each summer, and a yearlong youth leadership program for disadvantaged East Boston teens.

Executive Director
Phil graduated from Xavier University in Cincinnati, Ohio. He was born in the Mid-West but moved East with his family when his father took a job at Natick Labs. Phil moved to East Boston in 1971 when neighborhood activists and some fellow conscientious objectors were forming the East Boston Community Development Corporation. Phil has been involved with affordable housing since the 1970's when friends formed a small corporation to rehabilitate vacant housing and rent it out at a low cost to local residents. Soon after, he joined some friends at the East Boston Ecumenical Community Council (EBECC) who were responding to the call for racial harmony and affordable housing. NOAH became the entity that focused on housing, with Phil serving as the Executive Director officially since July 1987. In the 70's Phil co-founded Shelter Inc, now a leading homeless shelter and advocacy organization with sites in the Cambridge and Greater Boston areas. He co-chaired the Framingham Housing Partnership from 2002-2004. Lastly, he is currently on the Board of the Mass. Association of CDC’s, giving him a strong presence in regional issues. He later moved to Framingham with his wife Nancy O’Hare in the late 90's, where they would go on to raise their son, Justin.
Director of Administration and Fundraising
Linda holds a bachelor’s degree from Regis College and a master’s degree from Boston College. She is a graduate of the US Chamber of Commerce “Organizational Management” program. Linda has served on the board of directors of seven nonprofit organizations, and has been a Board officer for six of these (including several tenures as a Board Chair). She has been an active community volunteer, served as an elected Library Trustee, and has performed award-winning fundraising efforts on behalf of the WGBH Channel 2 Auction. Before coming to NOAH, Linda served as VP and Acting President for a regional chamber of commerce. She brings her strong background in organizational leadership to NOAH’s resource development efforts, including managing NOAH’s grant and contract proposal processes, as well as its fundraising. Linda ensures contract activities compliance, and oversees NOAH’s resource reporting processes. She is also responsible for NOAH’s communications and marketing components, including NOAH’s website, electronic newsletter, social media and annual reporting. With Vinny, she oversees NOAH’s operations in the absence of the Executive Director.
Director of Finance
Vinny Qualtieri holds a Bachelor’s Degree in Business Administration with a Major in Accounting from Suffolk University. A long-time East Boston resident, Vinny graduated from East Boston High School in 1991. He now lives in Revere with his wife and young daughter. Vinny most recently worked as a full-time treasurer for a family-owned construction company, and is on the Board of the East Boston Chamber of Commerce. Before that he worked for Dreyfus Retirement Services as a Manager in Trust Accounting. With Linda, he oversees NOAH’s operations in the absence of the Executive Director.
Director of Homebuyer Services
Diana Franco has been with NOAH since 2004, both full-time and part-time. She was born in Medellin, Colombia and came to the United States at the age of eight. She went to Elementary School in East Boston at James Otis, then to Barnes Middle School, and graduated from West Roxbury High School. Diana has worked in many different fields, starting as Liaison Agent at the City of Boston Police Department, where she worked for five years. In 2001 she moved to Citizens Mortgage as a part-time Assistant Loan Officer/Administrative Assistant for three years. In May 2003, Diana went to Citizens Bank as a Banker/Loan Captain while also beginning as an agent working for Addison Wellesley Real Estate Services. She later moved to ReMax Real Estate in East Boston. Diana started with NOAH as the Program Director of the Maverick Hope VI program, and continued on as Program Director of the Washington-Beech Maverick Hope VI program, where she helped people of low- and middle-income to purchase their first homes. Diana loves her position at NOAH because she gets to help people find homes and thinks it is “so gratifying to see them so happy.” In 2010 she was promoted to Department Director, and now oversees NOAH's First- Time Homebuyer, Financial Literacy, and Foreclosure Prevention & Mitigation activities. She currently lives in Revere with her dog Lucas, and her young son.

Director of Property Management
Mal oversees NOAH’s operations of commercial, multi-family and elderly apartment communities in 48 buildings throughout eastern Massachusetts. Mal has over 15 years of experience working in affordable and conventional housing. His experience includes LIHTC, HUD Programs, and conventional and commercial properties. Mal is a Certified Property Manager (CPM) candidate as well as an Accredited Resident Manager (ARM) with the Institute of Real Estate Management (IREM). Mal is also a Certified Housing Asset Management (CHAM) candidate with NeighborWorks of America and holds various LIHTC, Asset Management and Maintenance certifications with Spectrum Enterprises, NCHM and NAHRO. In his spare time Mal enjoys spending time with family, playing basketball and traveling.

In 2016, NOAH received a 3-year Grant Award from The Kresge Foundation to advance its climate change resiliency efforts through the ClimateCARE program, which focuses on community engagement, collaboration with the City of Boston on its Climate Action Plan, and forming the Adaptation Planning Working Group for coordinated climate resilience strategies.
In 2019, NOAH partnered with New York University on the Robert Wood Johnson Foundation project: Integrative Resilience for the SCALE UP East Boston initiative, which aims to enhance social cohesion, adaptation, and leadership during emergencies. Final results will be posted soon.
